Yes there are many programs, and you have already used one of them; MS Paint. :)
You could also try more sophisticated programs like Adobe Illustrator and Adobe Photoshop. The possibilities are endless. :)
The peacocks look good with blue heads and red beaks. Why does the peacock at the top have differently shaped eyes? :)
