I think the picture was inserted into a Word or similar document. After inserting the picture the cursor must be moved out of the picture and the left button of the mouse pressed. Then the outline circles as well as the cursor will vanish from the screen. I think this was not done and hence the presence of the arrow in this as well as in the doggy picture.
